Safety and Public Awareness

News reporting arrests, weather warnings, product recalls, and other important information relating to safety and public awareness, are found in this category.

According to a press release from the Eureka Police Department, dated 10/10/11:
On October 7, 2011 at about 12:58 pm, officers of the Eureka Police Department responded to a suspicious circumstance/vehicle call near the 3300 block of Glen Street in Eureka. Upon arrival, Officers were advised by the reporting party that the vehicle belonged to a friend that had not been heard from for a several days. Detectives were then called to the scene. Upon inspection of the vehicle, the interior was found to be cluttered with clothing items, which made visibility into the interior difficult. Entry was soon made into the vehicle and the registered owner was found deceased within. The body showed signs of trauma and was released to the Humboldt County Coroner’s Office. The vehicle was secured as evidence by the Eureka Police Department. The deceased was identified as Reginald Alan Clark (53 years old of Eureka).

Over the next several hours, Detectives canvassed the area and conducted numerous interviews. Search warrants were also authored and served.  On Oct. 8, Detectives received information leading them to believe that two subjects, who were in custody in Yuba County Jail, may be connected with the death of Clark.  The subjects were identified as David Joseph Pedersen (age 31) and Holly Ann Grigsby (age 24), both of Everett, Washington. Pedersen and Grigsby had been arrested together on October 5, 2011 by Yuba/Sutter area California Highway Patrol officers. Pedersen and Grigsby are suspects in an Everett, Washington murder investigation and are also suspects in the death of a Lafayette, Oregon teen. Eureka Police Department Detectives drove to Yuba County Jail and interviewed Pedersen and Grigsby.

On Oct. 9, 2011, an autopsy was conducted on Clark at the Humboldt County Coroner’s Office. The cause of death was determined to be a gunshot wound to the head. Based on the investigation, the evidence obtained, and the results of the autopsy, the Eureka Police Department will be forwarding a report to the Humboldt County District Attorney’s Office requesting warrants be issued for Pedersen and Grigsby for Murder. The Eureka Police Department is working in conjunction with the Oregon State Police, the Everett Washington Police Department, and the Yuba County Sheriff’s Department in this investigation.

Anyone with information concerning this investigation is urged to contact Detective Sergeant Patrick O’Neill of the Eureka Police Department’s Criminal Investigations Section at 707-268-5261.

According to information received by KMUD News from the Humdoldt County Planning Department:

Community Mapping meetings for the General Plan Update are being held countywide in October and November with an all day Planning Commission meeting being held on Saturday, November 5th in the County Courthouse Board Chambers.

According to information received by KMUD News:
Californians who visit the state’s wildlife areas and ecological reserves are reminded that day-use and annual passes are no longer sold at on-site checkpoints. As of Monday, Oct. 3, visitors to these areas must make an advance purchase of a $4.32 daily lands pass or a $22.68 annual lands pass, either online at www.dfg.ca.gov/licensing or at one of the California Department of Fish and Game’s 1,500 license agents or license sales offices.

The areas that require day-use or annual passes for non-hunting visitors include Gray Lodge, Grizzly Island, Los Banos, San Jacinto and Imperial Wildlife Areas, and Elkhorn Slough and Upper Newport Bay Ecological Reserves. After providing proof of a pre-paid pass, visitors will be issued a daily entry permit at these areas. The only exception is the Elkhorn Slough Ecological Reserve, which will continue to sell daily and annual passes at its Visitors Center.

Visitors who have a valid California hunting or fishing license may obtain an entry permit by presenting their license at the area, and are not required to purchase a pre-paid daily or annual pass. However, hunters are reminded that license sales at the checkpoints have also been discontinued, and all licenses and stamps must be purchased ahead of time (also online or from an agent or sales office).

According to information received from the Humboldt County Planning Comission:

A Planning Commission Public Hearing will be held on Thursday, October 27, 2011 at 6:00 pm at Board of Supervisors' Chamber, Humboldt County Courthouse, 825 5th Street, in Eureka. Before the meeting a series of public workshops will take place (see below for the workshop schedules)

The public workshops and Planning Commission  Hearing will consider the general plan, local coastal plan, zoning and subdivision ordinance amendments implementing the 2010 Housing Element Update. Implementation of the Housing Element is necessary to comply with State law regarding Housing Elements, and to meet documented housing needs.  There are eight categories of implementation measures under consideration. These implementation measures will affect the kinds, locations and intensities of land uses and new development within the unincorporated areas of Humboldt County, including the Coastal Zone. The project includes an addendum to the certified Supplemental Environmental Impact Report (SEIR) prepared for the Housing Element.

Any person may appear and present testimony in regard to these matters at these meetings.  The  Planning Commission  needs 14 COPIES of any materials submitted either prior to or at the meeting.  The  Planning Commission’s recommendations on the project will be taken to a public hearing by the Board of Supervisors for a decision.  If you challenge the nature of the proposed action in court, you may be limited to raising only those issues you or someone else raised at the Planning Commission Hearing described in this notice, or in written correspondence delivered to the  Planning Commission , at, or prior to, the public hearing.  The staff report for this project will be available on the Planning Commission web site at:  http://www.co.humboldt.ca.us/planning, on the Friday before the Planning Commission Meeting.

According to articles in the Ukiah Daily Journal and other news sources:
Saturday evening, October 1, 2011, Mendocino County Sheriff Tom Allman confirmed that murder suspect Aaron Bassler had been shot and killed on Saturday at 12:23 p.m. by members of a Sacramento SWAT team helping in the search for Bassler. Aaron Bassler had been charged with shooting and killing Fort Bragg City Councilman Jere Melo and Land Conservancy worker Matt Coleman and had eluded law enforcement efforts to capture him for 36 days.

Bassler was shot as he walked down a logging road six miles outside Fort Bragg, one-half mile south of Mud Springs near Sherwood Road, less than two miles from his mother's home. According to an on-line post in the Ukiah Daily Journal, dated Oct. 1, "The SWAT team saw Bassler from a hidden area about 25 feet above him and at about 40 yards, positively identified him and opened fire. Bassler was hit in the upper torso with all seven of the shots fired from the team's Colt M-4 .223 caliber weapons. Allman said he did not know if all three SWAT team members fired, but at least two did. Allman said as he was hit, Bassler raised his gun - the same gun he has been carrying throughout the search - but fell to the ground almost immediately. The Sacramento team, one sergeant and two deputies, approached him, knew he was dead and alerted the command center."
