The Humboldt County Association of Governments meetings will be held at the Eureka City
Council Chambers and conducted both in person and telephonically through Zoom. The Council
Chambers are open to the public. If you cannot attend in person and would like to speak on an
agenda item you can access the meeting remotely through the Zoom link listed. Telephonic (virtual
or remote) participation is allowed pursuant to Assembly Bill No. 361, and HCAOG Board
Resolution 21-24.

When the HCAOG Board announces the agenda item that you wish to comment on, call the

When it is time for public comment on the item you wish to speak on, the Clerk will unmute your
phone. You will hear a prompt that will indicate your phone is unmuted. Please state your name and

Members of the public may provide public comment before and during the meeting by emailing

include the agenda item number and meeting date in the subject line of the email or correspondence.
Comments submitted by mail must be received by noon on the date of the meeting. The comments
will be read into the record, with a maximum allowance of three minutes (approximately 500
words) per individual comment, subject to the Chair’s discretion. If a comment is received after the
agenda item is heard, but before the close of the meeting, the comment will still be included as a
part of the written record of the meeting but will not be read into the record during the meeting.

2. Adjournment of the HCAOG Board; Convening of the Policy Advisory Committee (PAC)
The PAC convenes to include representation from Caltrans and the Humboldt Transit Authority
(HTA) Board for items specific to transportation.
3. Presentations
a. Highway 101 Eureka Arcata Corridor Project
Caltrans Project Manager Jeff Pimentel will provide an update on the Eureka-Arcata 101
Corridor Project.
4. Public Comment on Non-Agenda Items
This agenda item is reserved for public comments on matters over which the PAC has
jurisdiction but are not on the agenda.
5. Consent Calendar
The PAC will consider approving the following item(s), considered to be routine, with a single
motion. Item(s) may be removed from the Consent Calendar and, if removed, will be heard
separately.
a. Assembly Bill 361 Findings to Allow Remote Meetings for HCAOG Board and
Advisory Bodies
The HCAOG Board and legislative bodies will continue meeting virtually based on recent
amendments to the Brown Act open meetings law provided by AB 361 and through the
adoption of Resolution 21-24 due to the continued state of emergency related COVID-19
pandemic.
b. Approval of Meeting Record – May 19, 2022 (encl)
c. Approval of the Funding Agreement between the Humboldt Transit Authority, City of Arcata,
County of Humboldt, and HCAOG Regarding Dial-A-Ride Service Operating and
Administrative Cost Sharing (encl)
The PAC will recommend the HCAOG Board approve the Funding Agreement as proposed
by the Humboldt Transit Authority and authorize the Executive Director to sign the one-year
contract approving HCAOG’s portion of $113,215 for the supplemental paratransit service
for fiscal year 2022-23.
d. FY 2021-22 Regional Surface Transportation Program (RSTP) Policy and Allocation
(encl)
The PAC will recommend that the HCAOG Board approve the FY 2021-22 RSTP Policy &
Allocation.
6. Items Removed from Consent Calendar
This agenda item is reserved for items that may be removed from the consent calendar.
7. Action Items
a. North Coast Railroad Authority’ Great Redwood Trail Letter of Support (encl)
The PAC will consider forwarding a recommendation to the HCAOG Board to send a letter
to the Surface Transportation Board in support of the Great Redwood Trail Agency’s
motions regarding North Coast Railroad Authority abandonment exemption in Mendocino,
Trinity, and Humboldt Counties, California AB-1305X.
8. Informational Items
a. Regional Climate Action Plan as it relates to HCAOG initiatives (encl)
Staff and County of Humboldt Supervising Planner Michael Richardson will present on the
Draft Regional Climate Action Plan and its relationship to HCAOG plans and policies. No
vote is requested. This item is for discussion and direction to staff.
9. Reconvening of the HCAOG Board
Requested Action: By motion, reconvene as the HCAOG Board and approve PAC
recommendations.
10. HCAOG Staff and PAC Member Reports
This agenda item is reserved for matters that PAC members or staff may wish to present.
